Information Systems Project Manager

SUMMARY: The City of Carrollton is seeking to fill an experienced Project Manager role within the Information Systems Project Management Office. This candidate will be responsible for the management of Information Technology related projects with high complexity and impact across the enterprise with general supervision. This candidate will be responsible for ensuring adherence to established project management methodologies for acquisition, development, testing and implementation of information systems. This position requires specific technical knowledge to plan, organize and control resources and timing for a technical process or project. The candidate will report to the Portfolio Manager and work directly with city officials and third-party vendors to deliver IT services.

                                                                                 

ESSENTIAL JOB FUNCTIONS:

  • Develop detailed work plans, schedules, project estimates, resource plans, risk assessments, and status reports
  • Determine budget requirements for projects and monitor progress throughout the life of the project
  • Provide technical and analytical guidance to the project team and business teams when required
  • Analyze and document existing business processes and requirements of project-sponsoring department within the organization
  • Manage the integration of vendor/third-party tasks by tracking and reviewing vendor deliverables
  • Provide stage-gate reviews of project deliverables with project teams and executive leadership when require
  • Assist in establishing and maintaining standard project documentation and planning for all phases of a project
  • Assist in establishing specific organizational change practices as they relate to project management

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree from an accredited university
  • Project Management Professional Certification (PMP)
  • Minimum of 5 Years relevant work experience in a Project Management Office
  • Experience with Organizational Change Management strategies and practices
  • Experience with a project management software (JIRA, Asana, MS Project, ServiceNow ITBM, etc.)
  • Experience working on software implementation projects both on-premise and cloud-based
  • Ability to manage hardware, software and business process projects
  • Excellent client-facing and internal communication skills
  • Excellent written and verbal communication skills
  • Strong organizational skills including attention to detail and multitasking
  • Strong working knowledge of Microsoft Office Suite including Visio
  • Ability to pass a CJIS background test
  • Previous public sector or municipality work experience is highly preferred

 

WORKING CONDITIONS:

  • Frequent reaching, sitting, talking, seeing, hearing, and manual dexterity
  • Occasional climbing, balancing, stooping, kneeling, and crouching
  • Sedentary office and outdoors work environments
  • Work may be performed in a data-center environment, involving loud noise and temperature irregularity

 

CONDITIONS OF EMPLOYMENT:

  • Must pass pre-employment drug test
  • Must pass criminal history check
  • Must pass motor vehicle records check

 

Salary: $88,065 per year
